The Belgian government announces it will remain neutral in European conflict
The Belgium government on the 24th of July, 1914, refused to allow either Germany into its territory, or to allow French and British forces to move into Belgium to protect its neutrality. Declaring itself neutral was seen as a forlorn hope, as intelligence from Germany showed that it was only days away from crossing the Belgium border in an attempt to outflank French lines.
