UK proposes conference to avoid war
The British Foreign Minister Edward Grey (the future 1st Viscount Grey of Fallodon), proposes an international conference in order to avert war. The proposal would fail for two reasons, he failed to communicate clearly to Germany that England was prepared to go to war to defend Belgium, and Germany felt the war was better fought now than later when the British and French may have been in a better position to defend themselves.
